Everbright Environmental Energy (Xinhua) Co., Ltd. was founded on August 7, 2019. Its project started construction officially on April 30, 2020 and was put into operation on September 29, 2021. Located at the junction of Xiaoyang Village (Caojia Town), Lishanping Village (Caojia Town) and Xingbai Village (Youxi Township) in Xinhua County, Loudi City, the company covers an area of approximately 140 mu (about 9.33 hectares).

The Xinhua County Waste-to-Energy Incineration Project (hereinafter referred to as "Xinhua Project") is situated at the junction of Xiaoyang Village, Lishanping Village, and Xingbai Village in Youxi Township, Caojia Town, Xinhua County. As a pivotal county in Hunan Province, Xinhua has achieved multiple national honors: it is recognized as the largest poverty-alleviation county in China, the most extensive post-relocation support county nationwide, a revolutionary base area spanning Hunan, Hubei, Chongqing, and Guizhou provinces, and a key county for rural revitalization assistance in Hunan.
