为贯彻落实自治区党委、政府关于“双碳”科技创新工作重要部署，按照围绕产业链部署创新链、围绕创新链布局产业链的原则，紧扣自治区“双碳”领域科技创新总体要求，5月31日，自治区科技厅发布2022年内蒙古自治区“双碳”科技创新重大示范工程“揭榜挂帅” 项目第一批技术榜单，面向全国范围遴选科研团队，解决我区“双碳”领域重大科技难题。此举标志着内蒙古“双碳”科技创新重大示范工程项目正式启动。

该榜单是依据《内蒙古自治区2022年坚持稳中求进推动产业高质量发展政策清单》《内蒙古自治区科技计划“揭榜挂帅”实施办法》相关文件和政策精神，经过专家严格咨询论证，按照成熟一批、启动一批的原则，充分利用全国范围的优势创新资源解决自治区“双碳”领域关键核心技术难题。

此次发布的自治区“双碳”领域的“揭榜挂帅” 项目榜单共有12个科技创新重大示范工程项目，项目支持资金近1.5亿元。其中包括新型电力系统“网源荷储”关键调度技术研究及其示范应用、规模化电动汽车充放电与电网多层级互动技术研究和示范应用、“源网荷储”功率路由器关键装备研制与示范应用、适应高海拔低温型陆上大型国产化风电机组研制、高效晶硅太阳电池研究及示范应用、高寒环境下重卡用大功率长寿命石墨板电堆技术开发、质子交换膜燃料电池与氢基内燃机混合发电系统技术研发与应用、氢燃料电池重卡开发与示范、二氧化碳加绿氢制甲醇技术开发与示范、碳化法钢渣综合利用技术研究及工业示范、氢基熔融还原技术研发与工业示范、双还原剂低碳富氢冶金技术开发与示范。

揭榜方需组建创新联合体，以承担“双碳”科技创新重大示范工程为主要任务，针对榜单要求提出具体解决关键核心技术的实施方案，且须完成全部预期目标。“双碳”科技创新重大示范工程“揭榜挂帅”项目资金由揭榜方企业和财政科技资金共同投入，推动示范工程的重点产品和重大成果应用推广。
