Recently, the Ministry of Ecology and Environment, the Central Social Work Department, the Central Office for Spiritual Civilization Construction, the Cyberspace Administration of China, the Ministry of Education, the Ministry of Civil Affairs, the Ministry of Culture and Tourism, the Communist Youth League Central Committee, and the All-China Women's Federation jointly formulated the "Work Plan for Deeply Conducting the 'Beautiful China, I Am an Actor' Series of Activities" (Huan Xuanjiao [2024] No. 28, hereinafter referred to as the "Work Plan"). A responsible person from the Ministry of Ecology and Environment answered questions from reporters regarding the background and purpose of the Work Plan's introduction, overall requirements, main contents, and work requirements. 

Q: What is the background and purpose of the release of the "Work Plan"?

A: In 2018, five departments including the Ministry of Ecology and Environment, the Central Civilization Office, the Ministry of Education, the Communist Youth League Central Committee, and the All-China Women's Federation jointly issued the "Notice on Carrying Out the 'Beautiful China, I'm an Actor' Thematic Practice Activity", officially launching the "Beautiful China, I'm an Actor" brand. 

First of all, the introduction of the "Work Plan" is an important measure to thoroughly implement the arrangements made at the National Conference on Ecological and Environmental Protection. 

Secondly, the release of the "Work Plan" is an urgent need to promote the all-out participation of the public in the construction of a beautiful China. Currently, China's economic and social development has entered a high-quality stage characterized by accelerated green and low-carbon transformation. The construction of ecological civilization is still in a critical period marked by overlapping pressures and heavy responsibilities. In the new era and on the new journey, accelerating the green and low-carbon transformation of the development model requires the extensive support and participation of all citizens even more urgently. In January 2024, the "Opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Promoting the Construction of a Beautiful China" was officially released, listing "carrying out all-out actions for a beautiful China" as a key task and proposing "advocating a simple, moderate, green, low-carbon, and civilized healthy lifestyle and consumption pattern. Continuously conducting the 'Beautiful China, I am an Actor' series of activities."

Thirdly, the release of the "Work Plan" is a practical need to implement the goals and tasks of the 14th Five-Year Plan. In 2021, the Ministry of Ecology and Environment, the Publicity Department of the Communist Party of China Central Committee, the Central Civilization Office, the Ministry of Education, the Communist Youth League Central Committee, and the All-China Women's Federation jointly issued the "Action Plan for Enhancing Citizens' Ecological Civilization Awareness under the 'Beautiful China, I am an Actor' Initiative (2021-2025)" (hereinafter referred to as the "Action Plan"), which outlined six main tasks and ten special actions. At this midpoint of the "Action Plan", the release of the "Work Plan" at this juncture, integrating the key tasks and requirements of the 14th Five-Year Plan into the design of the series of activities and further optimizing and detailing the relevant content, will help accelerate the successful completion of the various goals and tasks of the "Action Plan".

Question: What are the overall requirements of the "Work Plan"? 

Question: May I ask what series of activities are planned to be carried out in the "Work Plan"? 

The first is the pollution reduction and carbon emission reduction publicity and education activities in the park. Support and guide the park management institutions to actively carry out publicity and education on ecological industry, energy conservation and emission reduction, circular economy, low-carbon and environmental protection, etc. for the enterprises within the park. At the same time, strengthen the construction of the park's publicity platform, guide more members of the public to enter the park, and widely spread the concepts of green, clean and low-carbon. Before the end of 2025, recommend a batch of typical cases of ecological civilization publicity and education characteristic parks.

The second is the enterprise ecological environment protection opening activities. Actively guide enterprises to voluntarily fulfill their environmental social responsibilities and accept social supervision. Give full play to the role of industry associations and chambers of commerce as bridges and links, and encourage and support enterprises to strengthen the construction of publicity platforms. Deepen the opening of environmental protection facilities and promote enterprises to provide more ecological civilization publicity and education services to the public. Before the end of 2025, recommend a batch of typical cases of enterprise ecological environment protection opening activities.

The third is the community ecological environment volunteer service activities. Encourage the formation of volunteer service teams with Party members and cadres as the core and community residents as the main body, give full play to the role of grassroots platform and the extensive mobilization role of mass organizations, and design volunteer service projects and activities around the ecological environment issues that community residents are concerned about. Strengthen the training of ecological environment volunteer services. Organize community ecological environment volunteer service display and exchange activities every year.

The fourth is the school ecological civilization education and practice activities. Every year, holiday practical activities based on the "Ten Norms for Citizens' Ecological and Environmental Behaviors" are carried out among primary and secondary school students. Support is provided for student associations in colleges and vocational schools to conduct social practices and research on ecological and environmental protection. Each year, 100 campus ecological and environmental protection associations will receive small grants.

5. Advocacy activities for green lifestyles in families. Deepen the "Search for the Most Beautiful Families" campaign. Continuously promote the upgrading of the "Beautiful Courtyard" project, encouraging rural families to actively participate in sewage treatment, toilet revolution, and garbage classification, contributing to the construction of beautiful villages. Relying on various women and children's homes and children's activity centers at all levels, widely carry out thematic activities such as garbage classification and love for food conservation.

6. Activities for cultivating low-carbon behavior habits among individuals. Guide the public to actively practice the "Ten Norms for Citizens' Ecological and Environmental Behaviors". Each year, an ecological culture forum is held. Continuously carry out activities such as "Great Land, Great Heart" ecological literature, "Ecological Book Fragrance" for all to read, and "Green Corner" construction. Explore and establish public participation mechanisms such as "Carbon Benefits". Each year, the "Search for Low-Carbon Stars in Beautiful China" activity is held.

Question: What measures will the Ministry of Ecology and Environment and other nine departments take to ensure the smooth implementation of the "Work Plan"?

Answer: To strengthen implementation guarantees, the "Work Plan" puts forward four requirements.

First, strengthen organizational leadership. Actively promote the implementation of specific responsibilities by municipal and county-level Party committees and governments. Relevant departments at all levels, including ecological and environmental protection, social work, the office of civilization, the internet information office, education, civil affairs, culture and tourism, as well as mass organizations such as the Communist Youth League and the Women's Federation, should clarify their work responsibilities and further enhance departmental coordination and collaboration.

Second, increase support. Central and local finances should provide necessary financial support and policy guarantees for the series of activities. Encourage and guide more social funds to support these activities and strengthen talent cultivation.

Third, intensify publicity and promotion. Through organizing activities, strengthen thematic and exemplary publicity to continuously enhance the social influence of the brand.

Fourth, conduct summary and evaluation. Improve the effectiveness evaluation mechanism and organize citizen ecological and environmental behavior surveys. Summarize typical experiences, promote mature models, and provide exemplary guidance and value leadership for all sectors of society to participate in ecological civilization construction.
