"Carbon Benefits for Ice City" Platform launched on June 25, 2024, the "Carbon Benefits for Ice City" platform is the first carbon inclusive platform in the three northeastern provinces of China. Guided by the Harbin Municipal Bureau of Ecology and Environment, Harbin Development and Reform Commission, and Heilongjiang Public Resources Trading Center, it is operated by Harbin Property Rights Exchange Co., Ltd. Relying on WeChat Mini Program and an intelligent digital cockpit, the platform closely adheres to the core principle of "ecological priority and green development", providing a replicable "Ice City Solution" for consolidating the northern ecological security barrier and serving the strategy of comprehensive revitalization of Northeast China.
“碳惠冰城”平台于 2024年6月25日上线,是东北三省首个碳普惠平台,由哈尔滨市生态环境局、哈尔滨发展改革委员会、黑龙江公共资源交易中心指导,哈尔滨产权交易所有限公司运营,依托微信小程序与数智化驾驶舱,紧扣“生态优先、绿色发展”主线,为筑牢北方生态安全屏障、服务东北全面振兴战略提供了可复制的“冰城方案”。
From November to December 2024, the platform actively carried out the "Green and Low-Carbon Campus" campaign, covering 7 universities including Harbin Engineering University and Harbin Medical University. Driven by the dual approach of "online questionnaire survey + offline publicity and practice", the campaign attracted over 2,000 students to participate, with more than 600 awarded practice certificates. In recent years, the "1235" development strategy has been implemented, with 11 major platforms, covering the whole province and radiating the whole country. Policy Support and Mechanism Innovation: Guided by the Harbin Municipal Carbon Inclusive System Construction Work Plan, the platform has established a collaborative model of "government guidance – platform operation – social participation". As the operating entity, Harbin Property Rights Exchange integrates data resources and relies on the WeChat Mini Program and an intelligent digital cockpit to realize the collection, accounting, and visualization of low-carbon behavior data. Covering eight major scenarios of daily life (clothing, food, housing, transportation, travel, shopping, and entertainment), the platform connects directly to the urban smart card platform, enabling full access to bus and subway data.
