In the construction process, the flexible photovoltaic construction technology of highway slope, which has become the local standard of Shandong Province, is applied to meet the dual requirements of safety and power generation efficiency. The intelligent energy management and control system of the service area with independent intellectual property rights has been developed to realize carbon emission tracking, energy management and control, equipment management and intelligent decision-making. A sewage emergency treatment system for service areas with independent intellectual property rights has been developed to solve problems such as unstable water quality after treatment.

On June 17, the pilot construction of "zero-carbon service area" was unanimously affirmed by authoritative experts at the project construction achievement evaluation meeting. It is estimated that the annual carbon emission reduction of the project after operation is about 3,400 tons, far exceeding the annual carbon dioxide emission of more than 2,300 tons before the completion of the project. It can realize zero-carbon operation, marking that Jinan East Service Zone has become the first self-neutralization "zero-carbon service zone" in China and has a demonstration significance in the country.

在推动“零碳服务区”建设过程中,山东高速集团坚持“合理规划、科学论证、创新建设”三步走。第一步,合理规划。先后委托交通、环保领域两家专业认证机构,围绕济南东服务区运营管理边界范围内的温室气体排放、服务区用能及现有减排措施等开展分析,从“摸清排放家底、创新技术减排、自身碳汇抵消”三个层面,提出服务区“Z-E-R-O”零碳理念,规划了实现零碳目标的路径。第二步,科学论证。坚持“生态设计、循环利用、工程绿化、能源替代”的思路,按照可行性、经济性原则开展论证,确定实施“可再生能源利用”“零碳智慧管控”“污废资源化处理”“林业碳汇提升”四大系统。第三步,创新建设。在建设过程中,应用了已形成山东省地方标准的高速公路边坡柔性光伏施工工艺,满足了安全和发电效率的双重要求;研发了具有自主知识产权的服务区能源智慧管控系统,实现了碳排放追踪、能源管控、设备管理和智慧决策;研发了具有自主知识产权的服务区污水应急处理系统,解决了处理后水质不稳定等难题。

6月17日,在项目建设成果评价会上,“零碳服务区”试点建设工作得到权威专家一致肯定。经测算,项目运行后年均碳减排约3400吨,已远超建成前年均2300余吨的二氧化碳排放量,可以实现零碳运营,标志着济南东服务区成为国内首个实现自我中和的“零碳服务区”,在全国具有示范意义。

为总结“零碳服务区”建设路径和经验,进一步推动“零碳服务区”建设探索,山东高速集团梳理分析了“双碳”背景下“零碳服务区”建设的政策机遇与环境,结合济南东服务区实践案例,编写了《山东高速零碳服务区白皮书》,提出了“零碳服务区”的概念内涵、建设原则、核心路径和主要措施,阐述了山东高速集团绿色低碳发展思路。白皮书的编制,将对全国高速公路服务区低碳、近零碳、零碳建设提供借鉴,助力交通运输行业早日实现碳中和。
