The demonstration project of "the nation's first carbon inclusive credit application low-carbon campus" was officially launched on June 27, 2024, at Shenyang Institute of Engineering, relying on the self-developed carbon inclusive platform - " Tan ZhongHui " mini-program, which was launched on November 15, 2022, by the Liaoning Carbon Emission Trading Center. This platform has applied for and recorded carbon emission reduction quantification methods for carbon inclusive low-carbon behaviors such as green travel, water and electricity conservation, recycling, old item recovery, garbage classification, Clean Your Plate Campaign, and green consumption.

全国首个碳普惠学分应用低碳校园”示范项目,由辽宁碳排放权交易中心会同沈阳工程学院共同策划设计,于2024年6月27日在沈阳工程学院正式启动“碳学分”应用试点。

 

This demonstration project quantifies the daily green and low-carbon behaviors of students and faculty members into carbon credits through " Tan ZhongHui ", and incorporates students' carbon credits into the credit system with "500 carbon credits = 1 carbon credit". Specifically, undergraduates earn 4 carbon credits per year for 4 years, while graduate students earn 2 carbon credits per year for 2 years. Additionally, carbon credits can be used to purchase goods and services at discounted prices on the platform, with on-campus merchants being prioritized as consumption scenarios for carbon credits, in order to motivate teachers and students to actively participate in low-carbon actions.

In addition, the platform has implemented a one-stop new energy construction on campus, including a new energy leisure plaza, a distributed leisure photovoltaic corridor, photovoltaic charging piles, energy-saving lighting systems, and a new energy power system training base. This aims to increase the utilization ratio of new energy on campus, reduce carbon emissions, and cultivate a low-carbon and environmental awareness among teachers and students. Currently, this project is being constructed at universities such as Shenyang University of Chemical Technology.

同时,碳积分还可用于在平台优惠购买商品及服务,校内商户优先成为碳积分的消费场景,用以激励师生积极参与低碳行动。此外,平台在校内还进行了一站式新能源建设,包括新能源休闲广场、分布式休闲光伏长廊、光伏充电桩、节能照明系统、新能源电力系统实训基地等,提高校园新能源利用比例,降低碳排放,培养师生低碳环保意识。目前正在沈阳化工大学等高校建设此项目。

1. From June 27, 2024, to September 15, 2025, over a year, Shenyang Institute of Engineering alone has completed the registration of more than 38,000 teachers and students, achieving a registration rate of over 98% among teachers and students on campus. The daily average number of reported emission reduction behaviors exceeded 15,000, accumulating more than 2.8 million pieces of low-carbon behavior data, covering multiple categories such as green travel, energy conservation, and the Clean Your Plate Campaign. The resulting emission reduction amounted to over 627 tons of carbon dioxide equivalent, setting a new model for carbon reduction and emission reduction work in Shenyang.


2. Through the construction of new energy facilities and the promotion of low-carbon behaviors, the proportion of green electricity usage in Shenyang Institute of Engineering will reach around 85%, and carbon emissions will be reduced by approximately 75%, forming a replicable campus low-carbon construction model.

3. In the second half of 2025, the platform intensified its promotion of carbon-inclusive universities. Currently, Shenyang University of Chemical Technology and several other universities have joined the project to build low-carbon campuses.

4. This demonstration project integrates the concept of low-carbon living into teaching, scientific research, and daily management in universities, transforming low-carbon education from an "elective" to a "compulsory" course. While promoting the cultivation of low-carbon talents, it establishes a model of green and low-carbon education in the field of education.

2、 通过新能源建设和低碳行为推广,使沈阳工程学院的绿电使用比例达到85%左右,碳排放降低75%左右,形成可复制的校园低碳建设模式。

3、 2025年下半年,平台加大了对碳普惠高校的推广,目前沈阳化工大学及多所高校已加入到低碳校园的项目建设中。

4、 该示范项目将低碳理念融入到高校的教学、科研和日常管理中,使低碳教育从“选修”变为“必修”,在带动低碳人才培养的同时,为教育领域树立了绿色低碳教育的典范。

1. The optimization of the Carbon Inclusiveness Platform: The platform has integrated carbon inclusiveness usage scenarios across enterprises, schools, social organizations, and more, allowing any organization to participate as a carbon inclusiveness organization. The platform has established a three-tier organizational structure. After joining the platform, primary organizations can create secondary and tertiary organizations on their own, import organizational members with one click, and manage the emission reduction data of members at all levels. The platform also provides a data dashboard display for organizations at all levels.

1. 碳普惠平台的优化:平台打通了企事业、学校、社会组织等碳普惠使用场景,任何组织都可作为碳普惠组织参与其中。平台设立了三级组织结构,一级组织在加入平台后,可以自行创建二、三级组织,一键导入组织成员,并对各级成员的减排数据进行管理,平台还为各级组织提供数据大屏展示。

 

2. Customized development has been carried out based on different scenarios, such as the low-carbon needs of universities. On the basis of the platform's function as a digital ledger for green and low-carbon behaviors, an exclusive module tailored for universities has been developed. At the same time, a comprehensive carbon credit and carbon credit point system has been established. By collecting real-time data on daily low-carbon behaviors of teachers and students, such as walking, taking the subway, bus, shared bicycles,Clean Your Plate Campaign, recycling, water and electricity conservation in dormitories, etc., these behavioral data are quantified into emission reductions and carbon credits, and recorded in the personal carbon accounts of teachers and students. 3. The platform has applied for the recordation of 15 "Carbon Inclusive Low-Carbon Behavior Carbon Emission Reduction Quantification Methods", including walking, cycling, subway, bus, water conservation, electricity conservation, gas conservation, Clean Your Plate Campaign, garbage classification, recycling, second-hand goods trading, tree planting, online meetings, new energy vehicle purchase and use, and purchase of first-level energy efficiency home appliances.

3. 平台申请备案了包括:步行、单车、地铁、公交、节约用水、用电、用气、光盘行动、垃圾分类、循环利用、二手物品交易、植树、线上会议、新能源汽车购买及使用、购买一级能效家电15个《碳普惠低碳行为碳减排量化方法》。

 

4. Establish a diversified carbon inclusive consumption system: Currently, the number of points consumption scenarios has increased to over 40, encompassing various ways of consuming points such as tourism, entertainment, hotels, and life services. When introducing universities, internal cafeterias, coffee shops, cultural and creative stores, school buses, etc. can be incorporated as carbon points consumption scenarios. Teachers and students can conveniently purchase products and services inside and outside the campus through the platform by exchanging carbon points for vouchers. The consumption system and the incentive model of dual-carbon scholarships and grants have greatly enhanced the initiative and enthusiasm of teachers and students to participate in low-carbon behaviors.

4. 建立多元的碳普惠消纳体系:目前积分消纳场景增加到40余个,包含旅游、娱乐、酒店、生活服务等多种积分消纳方式,在导入高校时,可将高校内部的食堂、咖啡厅、文创店、校车等作为碳积分消纳场景加入进来,师生可以在平台通过碳积分兑换代金券便捷地购买校园内外的产品及服务。消纳体系及双碳奖学金助学金的激励模式,大大提升了师生参与低碳行为的主动性和积极性。

 

5. New energy construction: The platform has chosen to build photovoltaic power stations, photovoltaic corridors, photovoltaic carports, charging piles, carbon inclusive squares jointly established by schools and enterprises, photovoltaic leisure corridors, dual-carbon workshops, and zero-carbon huts on the roofs of dormitories, teaching buildings, and venues within the campus. These provide convenient places for teachers and students to live and study, promoting the implementation and acceptance of low-carbon concepts on campus.

5. 新能源建设:平台选择校内宿舍屋顶、教学楼屋顶及场地建设光伏电站、光伏长廊、光伏车棚、充电桩、校企共建的碳普惠广场、光伏休闲长廊、双碳工作坊以及零碳小屋,为师生们的生活学习提供了便利的场所,推动了低碳理念在校园落地生根。

 

6. We have collaboratively formulated the implementation plan and rules for carbon inclusivity with the ecological environment department of Shenyang, and established a diversified and multi-tiered carbon inclusivity system. We have also completed the "Shenyang Carbon Inclusivity Action Plan", which includes relevant supporting documents such as the carbon inclusivity management system, a standardized and universally applicable carbon inclusivity standard system, and a digitally diverse carbon inclusivity consumption system.

6. 与沈阳市生态环境部门共同制定了碳普惠实施方案及规则,并构建了多元化多层次的碳普惠体系,完成了《沈阳市碳普惠行动方案》,包括碳普惠管理体系、规范普适的碳普惠标准体系、数字多元的碳普惠消纳体系等相关配套文件。

 

7. The innovation of the carbon inclusivity mechanism has been included in the policy innovation guarantee outlined in the "Notice of the Shenyang Municipal People's Government on Issuing the Implementation Plan for the National Carbon Peaking Pilot (Shenyang)" (Shen Zheng Fa [2024] No. 10).
