On November 5, Yingli led the construction of the "National Technology Standards Innovation Base (photovoltaic)" successfully passed the acceptance of the expert group organized by the Standards Innovation Department of the State Administration for Market Regulation. This is the first technical standard innovation base in photovoltaic field, and the only national technical standard innovation base in Hebei Province.

State Administration for Market Regulation, Hebei Market Regulation Bureau, Baoding Municipal government, Baoding Market Regulation Bureau, Baoding High-tech Zone and other relevant leaders and representatives of standard innovation base attended the meeting.

The National Technology Standards Innovation Base (PV) was approved by the Standardization Administration in February 2018. Since the construction of the base for more than two years, under the high attention and strong support of Hebei Province, Baoding Municipal people's Government and departments at all levels, the base has gathered 45 member units such as upstream and downstream backbone enterprises of the photovoltaic industry chain, scientific research institutes, testing institutions, colleges and universities, and industry associations. Tasks and requirements related to the Master Plan for the Construction of the National Technology Standards Innovation Base (2017-2020) have been completed.

At the same time, the photovoltaic technology innovation base is established to standard as the link of the industry and the technology innovation alliance, to create a batch of originality, leading technical standards, build the standard test and the composite testing services platform, to foster a batch of standardized talents, high quality and multilevel talent echelon, the standardization of diversified services for photovoltaic enterprises.

Dr. Song Dengyuan, chief scientist of Yingli and director of the National Technology Standard Innovation Base (PV), said that it will further exert the standard leading role of the base and build an efficient operation mechanism of the whole industrial chain, integration of all factors and coordination of the whole process. Base will be according to the trend of industrial development, relying on the platform of talent advantage, resource advantage and standard test advantage, give full play to the innovation base in the domestic photovoltaic industry leader role, promote to develop good quality, good application, benefit good standards, explore professional international organization for standardization, set up photovoltaic industry standard for led, It will play a greater role in the allocation of resources in the global PV industry chain and supply chain, and push China to achieve the double leadership of technology and standard from PV technology leadership.

11月5日，由英利牵头建设的 “国家技术标准创新基地(光伏)” 顺利通过国家市场监管总局标准创新司组织的专家组验收。这是我国光伏领域首个技术标准创新基地，也是河北唯一的国家技术标准创新基地。

国家市场监管总局，河北省市场监管局，保定市政府、保定市市场监管局、保定高新区等相关领导同志以及标准创新基地代表出席会议。

国家技术标准创新基地(光伏)于2018年2月获国家标准化管理委员会批准筹建。基地建设两年多来，在河北省、保定市人民政府以及各级部门的高度重视和大力支持下，基地聚集了光伏产业链上下游骨干企业、科研院所、检测机构、高等院校、行业学会等45家成员单位，完成了《国家技术标准创新基地建设总体规划(2017-2020年)》相关的任务要求。

同时，光伏标准技术创新基地还建立了以标准为纽带的产业和技术创新联盟，创制一批独创性、引领性的技术标准，建成了标准试验验证和复合型测试服务平台，培育了一批标准化人才，形成高素质、多层次人才梯队，为光伏企业开展多样化的标准化服务。

英利首席科学家、国家技术标准创新基地(光伏)主任宋登元博士表示，将进一步发挥基地的标准引领作用，构建全产业链贯通、全要素整合、全过程协同的基地高效运行机制。基地将根据产业发展趋势，依托平台的人才优势、资源优势和标准试验验证优势，充分发挥创新基地在国内光伏产业的领头羊作用，推动制定质量好、应用好、效益好的标准，探索建立光伏产业专业性国际标准化组织，以标准为引领，在全球光伏产业链、供应链资源配置中发挥更大作用，推动我国实现从光伏技术引领到技术和标准双引领。
