On October 14, 2020, the Beijing International Wind Energy Conference and Exhibition (CWP 2020) opened in Beijing. As one of the biggest annual events in the global wind power industry, CWP2020 focuses on the future of China's energy revolution with the theme of "Leading Green Recovery, Building a Better Future". Gao Shoucong, Party Secretary and deputy General manager of the Wind Power Division of CRRC Zhuzhou Electric Locomotive Research Institute Co., Ltd. attended the opening ceremony and signed the "Beijing Declaration on Wind Energy" together with more than 400 wind power enterprises in the industry on behalf of CRRC Zhuzhou Research Institute.

The declaration aims to respond to the latest requirements of the national Strategy on climate change, promote a more active industrial policy to maintain high-quality development of the wind power industry, and lay a solid foundation for the green recovery of the global economy and the building of a zero-carbon society in the post-pandemic era.

Beijing, China

We are representatives from more than 400 wind energy companies worldwide. We held the Beijing International Wind Energy Conference 2020 from October 14 to 16 in Beijing. With the theme of "Leading Green Recovery and Building a Better Future", we are committed to seizing the historic opportunities of the current technological and industrial revolution and promoting the high-quality development of the wind power industry. To lay a solid foundation for green recovery of the global economy and building a zero-carbon society in the post-COVID-19 era. After discussion, all deputies unanimously adopted the Beijing Declaration on Wind Energy.

China will increase its intended nationally determined contributions, adopt stronger policies and measures, strive to peak its carbon dioxide emissions before 2030, and strive to achieve carbon neutrality by 2060."

We agree that the expansion of wind power will benefit all mankind by linking economic recovery with the long-term goal of addressing climate change. Over the past 30 years, wind power has played a huge role in adjusting the energy structure, promoting economic development, increasing employment, improving the environment and reducing external energy dependence. It has become an important force in promoting global energy transformation, ensuring energy security, driving economic prosperity and maintaining social stability.

We all believe that wind power has the potential to be a key support for achieving green and low-carbon development and ecological civilization. The technical development potential of global wind energy resources is about 40 times of the current global electricity demand, but most of the resources have not been developed and utilized, and China has developed less than 5% of the reserves of wind energy resources. Under the current technological level, the wind energy resources in the "three northern regions" alone are more than 4 billion kilowatts, which can provide the lowest cost power supply through local consumption and cross-regional balance. In the south of the Middle East, the wind energy reserves are nearly 1 billion kilowatts, and there is a huge potential for intensive conservation according to local conditions. And in the next five years, offshore wind power is capable of achieving scale and parity development. The fact shows that wind power has become an advanced energy production mode with great technical and economic competitiveness.

To further accelerate global wind power development, we propose a five-point initiative:

一、Set industrial development plans that support the goal of carbon neutrality. China will actively promote the sound and rapid development of global wind power, formulate a scientific and clear five-year and medium - and long-term development plan for China's wind power, and incorporate it into the basic strategy for building a "carbon neutral country" in the future. Considering the practical feasibility of resource potential, technological progress trend, grid-connected consumption conditions and so on, in order to achieve the goal of starting to connect with the carbon neutral goal, in the "14th Five-Year Plan", it is necessary to set a development space for wind power that is compatible with the national strategy of carbon neutral: to ensure the annual increase of more than 50 million kW. China's newly installed wind power capacity should be at least 60 gigawatts per year after 2025, at least 800 gigawatts by 2030 and at least 3 gigawatts by 2060.

二、Build a sound industrial policy environment in accordance with the law. Stable and sustainable policies are crucial to boosting market confidence, reducing non-technology costs and ensuring sustained and healthy development of the industry. Governments should maintain the continuity and pertinence of their policies, increase support for key technology areas such as offshore wind power, and provide necessary policy support for building the most cost-effective wind power. We will strictly implement laws and regulations on renewable energy, protect the legitimate rights and interests of industrial development, and resolutely put an end to all kinds of illegal activities that contradict the national green development strategy and hinder the development of wind power.

三、Make wind power a new driving force for green recovery. Governments should put green economy at the core of the stimulus plan, through increased investment in renewable energy, carrying out innovation, coordination, new development of the green, open, sharing ideas, make the wind power development benefit the broader community, power of China's new countryside construction, the construction of ecological civilization, to help the rural poor parts of the world population to improve the living standard, Truly realize the harmonious co-prosperity of economic society and ecological environment.

四、Promote the green revolution of electricity consumption. We will transform energy consumption patterns, increase the proportion of green energy consumption, and promote low-carbon economic and social development through structural reform on the consumption side. We will establish a reward mechanism for green electricity consumption, create convenient channels for green electricity consumption, and promote the formation of a good social trend of green electricity consumption. We will give priority to government agencies and public utilities purchasing green energy, gradually increase the proportion of green electricity consumption in energy, transportation, industry and other sectors, promote the construction of demonstration cities for green consumption, and the wind power equipment manufacturing industry will take the lead in green manufacturing, so as to promote the transformation from industrial civilization to ecological civilization.

五、Establish a closer mechanism for international cooperation. Wind power is a highly global industry, and close collaboration between governments and the global industrial chain is essential. Countries should establish an international coordination mechanism for technical standards, remove trade barriers and promote the free flow of resources. We will carry out joint research on cutting-edge technologies and key generic technologies such as offshore wind power, share innovation results, reserve technical strength, and continue to drive down costs. We should enhance mutual trust, jointly build a strong smart industrial chain, and jointly resist unreasonable market behavior.

"Carbon neutral country" is China's solemn commitment, "carbon neutral society" is mankind's green dream of building a better home, and it is the historical opportunity and lofty mission given by The Times to the wind energy industry. The global wind energy industry has joined forces to take care of the beautiful planet.
