From November 17th to 19th, the 14th China (Wuxi) International New Energy Conference was held, which was sponsored by China Chamber of International Commerce, China Council for the Promotion of International Trade Jiangsu Branch and Wuxi Municipal People's Government. As distributed photovoltaics enter the era of parity, industrial and commercial photovoltaics usher in a spurt of growth. On October 27, the National Energy Administration released the Construction and Operation of photovoltaic Power Generation in the First three Quarters of 2022. In the first three quarters of 2022, the newly installed photovoltaic capacity of the whole country was 52.6GW, an increase of 105.8% compared with 25.56GW in the same period last year, among which the industrial and commercial distributed photovoltaic capacity was 18.74GW, accounting for 35.63%. Zhejiang, Jiangsu and Shandong ranked the top three provinces in terms of industrial and commercial distributed newly connected capacity in the first three quarters. Data show that in the first three quarters of Jiangsu Province, the newly installed PV capacity is 3.608GW and distributed PV is 3.508GW, among which the industrial and commercial distributed PV is 2.743GW, accounting for 78.2% of the distributed proportion.

In September this year, Jiangsu Province issued the Notice on Promoting the Construction of Distributed Photovoltaic System in Public institutions. By 2025, the photovoltaic roof area of new buildings of public institutions can be installed to achieve the photovoltaic coverage rate of 50%, and the existing buildings should be built to the maximum. Before the end of 2023, in the areas of the whole province that carry out the pilot project of the development of roof distributed photovoltaic, the construction proportion of the construction area of Party and government offices shall not be less than 50%, and the construction proportion of the construction area of schools, hospitals and other types of public institutions shall not be less than 40%.

On October 24, Jiangsu Development and Reform Commission issued an announcement on soliciting public comments and suggestions on the Implementation Rules of Jiangsu Power Demand Response (revised draft). It is mentioned in the detailed rules to promote the consumption of renewable energy such as wind power and photovoltaic, establish an incentive mechanism for the consumption of renewable energy, encourage and guide users to actively increase the load for the purpose of valley filling, improve the flexibility of the power system with lower cost and more environmental protection, adapt to the volatility of renewable energy, and fully guarantee the normal consumption of renewable energy. To temporarily increase (grain filling) load through demand response, promote electricity consumption of renewable energy, and implement subsidies for renewable energy consumption. The renewable energy consumption subsidy is 5 yuan/kW in the agreed response valley period and 8 yuan/kW in the normal period.

今年9月，江苏省发布《关于推进全省公共机构分布式光伏系统建设的通知》，到2025年，公共机构新建建筑可安装光伏屋顶面积力争实现光伏覆盖率达到50%，既有建筑宜建尽建。2023年底前，全省开展整县（市、区）屋顶分布式光伏开发试点工作的地区，党政机关可建面积的建设比例不低于50%，学校、医院等其他类型公共机构可建面积的建设比例不低于40%。

10月24日，江苏省发改委发布了关于公开征求《江苏省电力需求响应实施细则》（修订征求意见稿）意见建议的公告。细则中提到，促进风电、光伏等可再生能源消纳，建立可再生能源消纳激励机制，鼓励引导用户以填谷为目的主动提升负荷，更低成本、更环保地提高电力系统灵活性，适应可再生能源的波动性，充分保障可再生能源的正常消纳。对通过需求响应临时性增加（填谷）负荷，促进可再生能源电力消纳，执行可再生能源消纳补贴。约定响应谷时段可再生能源消纳补贴为5元/千瓦，平时段补贴为8元/千瓦。
