In May 2024, Zhejiang Province released the first 25 subdistricts selected for the pilot program of comprehensive Future Communities. Cangqian Sub-district Office, People's Government of Yuhang District seized the opportunity presented by the comprehensive future community development across Cangqian Subdistrict in Hangzhou's Yuhang District. With the aim of creating a "youth-friendly international quality community", it established a three-tiered "Subdistrict-community-residential complex" service facility system and put comprehensive green space initiatives into practice. Cangqian Subdistrict is located at the intersection of one corridor (Chengxi Science and Innovation Grand Corridor) and one axis (the ancient-modern thousand-year development axis) in Hangzhou. It is the core of an important new center in Hangzhou. The total area of the subdistrict is 46 square kilometers, where the digital economy, emerging industries, and international talents are concentrated.

2024年5月，浙江省首批25个街道全域未来社区试点建设名单发布，以杭州市余杭区仓前街道全域未来社区建设为契机，以打造“青年发展型国际品质社区”为目标，仓前街道办事处构建了“街道-社区-小区”3级服务设施体系，践行全域绿色空间实践。仓前街道位于杭州一廊（城西科创大走廊）一轴（古今千年发展轴）交汇处，是杭州城市重要新中心之中心，街道总面积46平方公里，数字经济、新兴产业、国际人才在这里聚集。

Building on local strengths, Cangqian Sub-district Office, People's Government of Yuhang District has developed a closed-loop, intelligent green-space operation integrating “operations–platform–personnel” by practicing "inventory renewal and intelligent operation" in space optimization. It has also realized multiple models of green space user practice involving "activity-community-talent" through implementing "all-age sharing and full happiness". With an average of 4 community activities per week and 800 activities annually, the Cangqian Subdistrict has adopted measures such as organizing diverse types of activities, promoting low-carbon use of activity venues, and spreading green concepts to encourage low-carbon behaviors.

Cangqian—originally called Lingyuan—took its present name in 1132 (the second year of the Shaoxing era, Southern Song) when the government built the Lin’an Public Grain Depot north of the street. In traditional orientation, the south was regarded as the "front”;   with the depot to the north, the area to its south became known as  “Cangqian” (“in front of the granary”).  With a long history and rich cultural heritage, Cangqian is home to two nationally protected cultural sites—the Former Residence of Zhang Taiyan and the Siwuliang Grain Depot—and is the hometown of the renowned master of Chinese classics Zhang Taiyan. Cangqian Subdistrict covers 46 km² and administers 6 villages and 11 communities. It has a registered population of 65,000, a floating population of 95,000, and a de facto population of 260,000. Within its jurisdiction are 44 industrial parks, 255 office/industrial buildings, about 41,000 market entities, 27,000 enterprises, 503 enterprises above designated size, and 15 listed companies. In 2024, Cangqian Street was selected as one of the first 25 pilot projects for the construction of comprehensive future communities in Zhejiang Province. It was also recognized as a provincial-level gig economy market and a provincial-level smart business district, both being the only ones of their kind in Yuhang District, Hangzhou City.

仓前原名灵源，南宋绍兴二年(公元1132年)官方在街北建临安便民仓，古以南为前，遂称仓前。仓前历史悠久，文化积淀丰厚，拥有全国文保单位2处（章太炎故居、四无良仓），是著名国学大师章太炎的故乡。仓前街道行政面积46平方公里，下辖6个建制村、11个社区，在册户籍人口6.5万人，流动人口9.5万人，实有人口达26万人。辖区内共有44个园区，255幢楼宇，4.1万家市场经营主体，2.7万家企业，四上企业503家，上市企业15家。

2024年，仓前街道获评浙江省25个首批全域未来社区试点建设名单；获评省级零工市场、省级智慧商圈，均为杭州市余杭区唯一。

1、Enhancing Space Energy-Efficient Operations:

The Xianlin Port Colorful Sports Park in Xiangwang Community, Cangqian Subdistrict, which is under the Cangqian Sub-district Office, People's Government of Yuhang District and overall operation service provider’s overall management, promotes the development of renewable energy power supply systems and generation equipment through an operation-first approach. All fitness equipment and Subdistrictlights installed in the park are powered by photovoltaic systems. Additionally, in line with sponge city principles, permeable pavements, ecological grass swales, and rain gardens have been integrated based on operational requirements to create an eco-friendly space.

1、提升空间节能运营：

统筹运营的仓前街道向往社区的闲林港多彩运动公园，以运营前置理念倡导建设可再生能源供电系统、可再生能源发电设备，在公园落地的健身器材、路灯均采用光伏发电，同时落实海绵城市建设倡导，结合运营需求采用透水铺装、生态草沟和雨水花园，建设生态友好空间。

2、Revitalizing existing or idle spaces:

Guided by residents' needs, a total of 21,000 square meters of space has been revitalized and developed into 3 district-level neighborhood centers, 11,000 square meters into 12 community-level neighborhood centers, and 16,000 square meters through the renovation of three types of residential quarter-level "micro-spaces". A specific construction example is as follows: An existing space of 770 square meters has been converted into a table tennis hall, which is equipped with table tennis tables, billiard tables, and mechanical fitness equipment. With some facilities available for free use by residents and others operated on a fee basis, and supported by a digital intelligence operation system, low-carbon services such as venue booking, point redemption, and course enrollment are provided. This not only offers residents a place for fitness activities but also generates an annual income of 240,000 yuan for the community.

2、盘活存量或闲置空间：

坚持居民需求为导向，共盘活建设3处片区级邻里中心共计2.1万方，12处社区级邻里中心共计1.1万方，以及三类小区级“微空间”改造共计1.6万方。具体建设案例如：将存量空间改造成乒乓球馆，场馆共770平方米，内配备了乒乓球桌、台球桌、机械健身设备。以部分设施免费为居民使用，部分设施经营收费的方式，以数智运营系统为抓手，采取场馆预约、积分兑换、课程报名等低碳服务形式，为居民提供健身运动的场所，为社区创收24万元/年。

3、Extensive resident participation has been achieved through the following efforts:

Cangqian Sub-district made active efforts in activity organization using community service spaces as a platform. It actively spread the idea of green living and promoted low-carbon, eco-friendly habits among space users. The well-designed series of activities offered rich content and various forms, including creative craft sessions like "Turning Takeaway Bags into Fridge Magnets", kids' environmental projects called "Children Protecting Green", waste sorting reward events named "Green Card Initiative: Swap Sorted Waste for Fresh Veggies", and resource recycling with charity drives such as "Trade Hazardous Items for Kindness, Old Clothes for Warmth". These activities, averaging 4 events per week with 20 attendees each, reached residents in the service area and encouraged everyone to adopt a green, low-carbon lifestyle.

3、引导居民广泛参与：

在精心运营下，仓前街道依托社区服务空间这一载体，在活动运营领域积极作为，面向空间使用者大力传播绿色生活理念、广泛推广低碳环保行为。其精心策划的系列活动内容丰富、形式多样，涵盖“外卖袋爆改冰箱贴”的创意手工活动、“童心护绿”的儿童环保实践、“绿卡行动分类换鲜蔬”的垃圾分类激励活动，以及“有害换有爱，旧衣换真情”的资源回收与爱心传递活动等，以平均每周4场活动每场活动20人的数量，辐射运营范围内居民，倡导绿色低碳生活方式。

4、Achieving favorable social benefits:

 Significant results have been achieved in resource utilization, especially for perishable waste and recyclables, through the establishment of incentive and penalty mechanisms to guide residents in domestic waste sorting, green packaging use, and idle item trading. The quality of waste sorting has remained above 90% in monthly unannounced inspections at the municipal, district, and sub-district levels, with the recycling rate of domestic waste reaching 50%. The Longtan Community, Jingteng Community, and Xiangwang Community under the jurisdiction of Cangqian Street have been awarded the title of "High-Standard Domestic Waste Classification Demonstration Community" in Zhejiang Province for the year 2022. The Chuangjing Community has been awarded the title of "Water-Saving Community" in Zhejiang Province for the first batch in 2023.

4、达成良好社会效益：

建立奖惩机制引导居民开展生活垃圾分类、使用绿色包装、交易闲置物品等，主要在易腐垃圾和可回收物方面资源利用取得明显成效，在市、区、街道每月暗访考核中分类质量保持在 90% 以上，生活垃圾可回收利用率达 50%，仓前街道下辖的龙潭社区、景腾社区、向往社区荣获2022 年度浙江省高标准生活垃圾分类示范小区，创景社区荣获2023年度第一批浙江省节水型小区。

The project adopts a pre-operational approach to construct photovoltaic power generation systems. Through a digital intelligence platform, it drives energy conservation and emission reduction via digital operations. Concurrently, it creates eco-friendly spaces by integrating permeable paving, ecological grass swales, and other methods. It prioritizes the transformation of existing community spaces into multifunctional venues such as table tennis halls and traditional Chinese medicine clinics, and utilizes clustered green spaces, composite utilization of shops, and other spaces to carry out special activities such as lawn yoga and pet clubs. It has won multiple provincial awards, including the High-Standard Domestic Waste Classification Demonstration Community in Zhejiang Province, and has been selected as a case study for "Good Neighborhoods and Communities", receiving unanimous praise from residents, businesses, and the government.

In May 2024, Zhejiang Province released the list of the first 25 subdistricts selected for the pilot program of comprehensive Future Communities, and Cangqian Subdistrict in Hangzhou's Yuhang District was among them. The Cangqian Sub-district Office, in collaboration with professional operational service providers, has embarked on this exemplary project with the core goal of creating a "youth-development-oriented international quality community". Cangqian Street is located in the new urban center, where the land resources available for the construction of service facilities and green spaces are limited and have a low utilization rate. It is difficult to coordinate the interests of various parties such as government departments, community organizations, and enterprises. Residents of different ages and professions have diverse needs, and there are few community scenarios with great construction difficulties.

At the start of the project, a three-level service facility system of "subdistrict - community - residential quarter" was carefully planned and constructed by the Cangqian Subdistrict based on the actual situation of Cangqian Subdistrict. Based on the preliminary research results, a detailed project plan was formulated. Through communication and coordination with government departments, enterprises, residents, etc., reasonable planning was carried out for the spatial layout while seeking policy support. In terms of green scene construction, a renewable energy system featuring photovoltaic power generation was established in the park. Eco-friendly spaces were created through the use of permeable pavement, ecological grass ditches, rain gardens, and other forms. Activities such as yoga and reading clubs were held in conjunction with these green spaces, attracting community residents and forming a green living scene.

After the project implementation, the three-level service facility system has been basically established. The supporting facilities within the community are complete, making residents' lives more convenient; the green spaces across the entire area have taken initial shape, and the community environment has been significantly improved. The smooth progress of the project is inseparable from the support from both inside and outside the unit. The Yuhang District Government has issued relevant policies to provide guarantees for the project construction, granted subsidies for sustainable community operations, and invested government funds in space construction and renovation, laying a solid foundation for the project. Professional operation service providers have fully leveraged their advantages to provide comprehensive support in terms of property resources and personnel allocation. Through the joint efforts of all parties, the Cangqian Street's comprehensive future community construction project has achieved phased results, providing valuable experience and models for the construction of future communities across the province.

1、New Digital Low-Carbon Operation Model Combining Online and Offline Approaches Taking the digital platform of the Future Community as a key tool, integrate venue reservation, volunteer services, activity registration, and village/community services through point rewards. With "AI-driven platform operation services" as the core direction, promote the implementation of the smart community platform. This platform meets the needs of vertical life scenarios such as green and low-carbon livable and work-friendly environments, community elderly care, education, and canteens, thereby enhancing residents' sense of well-being.
