On November 13, a side event themed "Building a New Power System to Promote Green and Low-Carbon Transition" hosted by State Grid Corporation of China was held at the "China Pavilion" of the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30). This marked State Grid's first side event on the COP platform, demonstrating the responsibility of energy and power enterprises in driving the green transition.

1113日,由中国国家电网有限公司主办的构建新型电力系统 推进绿色低碳转型主题边会在《联合国气候变化框架公约》第三十次缔约方大会(COP30中国角举办。这是国家电网公司首次在COP平台举办边会,展现了能源电力企业推动绿色转型的担当。

The energy sector is the main battlefield and key front for advancing green and low-carbon development. The recently released 2025 Annual Report on China's Policies and Actions for Addressing Climate Change shows that as of the end of June 2025, the country's total installed renewable energy capacity reached 2.16 billion kilowatts, accounting for over 40% of the global total.

能源行业是推进绿色低碳发展的主战场、主阵地。前不久发布的《中国应对气候变化的政策与行动2025年度报告》显示,截至20256月底,全国可再生能源发电总装机达21.6亿千瓦,占全球总量40%以上。

At the themed side event, China's achievements in green and low-carbon energy transition received widespread attention from participating guests.

主题边会上,中国能源绿色低碳转型的成就获得与会嘉宾的广泛关注。

Li Gao, Head of the Chinese Delegation to COP30 and Vice Minister of the Ministry of Ecology and Environment, pointed out in his speech: "China has always been an active participant and important contributor to global climate governance. The high-quality, low-cost clean energy technologies and products provided by China have significantly reduced the cost of global green and low-carbon transition."

COP30中国代表团团长、生态环境部副部长·李高在致辞中指出:中国始终是全球气候治理的积极参与者和重要贡献者。中国提供的高质量、低成本的清洁能源技术和产品,显著降低了全球绿色低碳转型成本。

Liu Zhenmin, China's Special Envoy for Climate Change, said: "This year marks the 10th anniversary of the adoption of the Paris Agreement. Over the past decade, China has supported economic growth of more than 6% with an average annual energy consumption growth rate of 3.4%, becoming one of the countries with the fastest reduction in energy intensity in the world."

中国气候变化事务特使刘振民表示:今年是《巴黎协定》达成10周年。10年来,中国以年均3.4%的能源消费增速,支撑了超过6%的经济增长,成为全球能耗强度降低最快的国家之一。

"Global energy transition has moved from consensus to action. China has built the world's largest renewable energy system, continuously increased investment in energy infrastructure, and improved the digitalization and intelligence of the energy system, providing a referenceable transition model for the world," said Francesco La Camera, Director-General of the International Renewable Energy Agency (IRENA).

全球能源转型已从共识走向行动,中国建成全球最大的可再生能源体系,持续加大能源基础建设投资,提升能源系统数字化、智能化水平,为全球提供了可借鉴的转型样本。国际可再生能源署总干事卡梅拉说。

Entering the venue area of COP30, large screens displayed key data from various countries on clean energy installation, electrification in the transportation sector, etc. Enterprises promoted new technologies and solutions for refined energy utilization, and research institutions designed workshops around technology popularization... All participating parties focused on green issues to discuss energy transition plans.

走进COP30的会场区,大屏幕上展示着各国清洁能源装机、交通领域电气化等方面的关键数据,企业推介能源精细化利用的新技术、新方案,研究机构等围绕技术科普设计工作坊……参会各方聚焦绿色议题探讨能源转型方案。

In front of the exhibition boards at the themed side event, many representatives stopped to watch. From building a new power system to serving the development of new energy, from supporting industrial carbon reduction to expanding international cooperation projects, State Grid's practices in promoting green energy transition were tangible and perceptible.

在主题边会现场的一块块展板前,不少代表驻足观看。从新型电力系统构建到服务新能源发展,从服务行业降碳到拓展国际合作项目,国家电网公司推动能源绿色转型的实践具象可感。

State Grid has built the world's power grid with the strongest transmission capacity and the largest new energy grid connection scale. As of the end of 2024, the cumulative installed new energy capacity in State Grid's operating area reached 1.14 billion kilowatts, accounting for 43.3% of the total installed power generation capacity in the operating area. The proportion of cross-region and inter-provincial transmission of clean energy by State Grid exceeded 40%.

国家电网公司已建成世界上输电能力最强、新能源并网规模最大的电网;截至2024年年底,国家电网经营区新能源累计装机容量11.4亿千瓦,占经营区发电总装机的43.3%;国家电网跨区跨省输送清洁能源比例超过40%

A representative from France said: "Undoubtedly, China is leading the world's clean energy development. I am deeply impressed by State Grid's achievements in promoting power grid infrastructure construction and new energy grid connection technology innovation. These technologies will provide important reference for the green transition of economic and social development in various countries."

Accurate Measurement Drives Deep Decarbonization

精准测算推动深度脱碳

Currently, multiple challenges such as intensifying global climate change and rapid growth in energy demand are deeply intertwined. How to achieve a clean transition while ensuring stable energy supply? How to use electricity-carbon accounting methods to promote the efficient application of green power?

当前,全球气候变化加剧、能源需求快速增长等多重挑战深度交织。如何在确保能源稳定供给的同时实现清洁转型?如何利用电碳核算的方法推动绿电高效化应用?

At the themed side event, State Grid, together with 51 enterprises and institutions, jointly launched the Brazil Initiative on Global Time-Sharing and Regional Electricity-Carbon Factors. Time-sharing and regional electricity-carbon factors can be used for refined calculation of carbon emissions, more accurately reflecting changes in clean energy power generation output at different times and in different regions. This further effectively guides enterprises to optimize their electricity consumption habits, promote more electricity use during low-carbon periods, help absorb new energy power, reduce product carbon emissions, and drive deep decarbonization of the whole society.

主题边会上,国家电网公司联合51家企业、机构,共同发起《全球分时分区电碳因子巴西倡议》。分时分区电碳因子可以用于精细测算碳排放量,更准确地反映清洁能源发电出力在不同时刻、不同地域的变化,进而有效引导企业优化用电习惯,促进低碳时段多用电,助力新能源电量消纳,降低产品碳排放,推动全社会深度脱碳。

"State Grid's launch of the initiative will promote the establishment of science-based carbon targets and enhance the green competitiveness of enterprise products," said Dominic Waughray, Executive Vice President of the World Business Council for Sustainable Development (WBCSD).

国家电网公司发起倡议,将推进基于科学的碳目标建立,同时推动企业产品提升绿色竞争力。世界可持续发展工商理事会执行副会长多米尼克·沃格雷表示。

"This initiative is forward-looking and will play an important role in accelerating the decarbonization process of the energy system," said Karen Silverwood-Cope, Director of the Climate Department at the World Resources Institute (WRI) Brazil Office.

这个倡议富有远见,将对加速能源系统的脱碳进程起到重要作用。世界资源研究所巴西办公室气候部门主任卡伦·西尔弗伍德·科普说。

The global electricity-carbon factor map platform released at the themed side event intuitively showed the role of time-sharing and regional electricity-carbon factors to participating guests. On the 3D map, the flow of energy, power grid transmission, and carbon emission trends were displayed in real time: at 13:00 Beijing time, when the sun shines on eastern Asia, the global electricity-carbon factor hit the lowest value of the day; by 01:00 Beijing time, when the sun moves to the Pacific Ocean, the global electricity-carbon factor rises to a high point. This fully confirms China's photovoltaic power generation contribution to global carbon emission reduction.

在主题边会上发布的全球电碳因子一张图平台,向与会嘉宾直观展示了分时分区电碳因子的作用。三维地图上,能源流动、电网传输与碳排放的流向实时展示:北京时间13时,当阳光照耀亚洲东部,全球电碳因子创下当日最低值;而到北京时间1时,阳光移至太平洋,全球电碳因子升至高点。这充分印证了中国光伏发电对全球碳减排的贡献。

Against the backdrop of entering a new stage of energy and greenhouse gas accounting, innovation and collaboration have become the keys to promoting a credible and replicable climate process.

在进入能源与温室气体核算新阶段的大背景下,创新与协作成为推动可信且可复制的气候进程的关键。

"Carbon accounting needs to achieve more precise calculations in time and space," said Alex Pereira, Deputy Director of the WRI's Bolsky Center for Global Energy Transition. "The carbon accounting method launched by State Grid is timely and meets the needs of the times. We look forward to seeing the standards formulated by China implemented in other countries."

碳核算需要在时间和空间上实现更加精确的计算。世界资源研究所波尔斯基全球能源转型中心副主任艾利克斯·佩雷拉说,国家电网公司推出的碳核算方法很及时,也符合时代需求。我们期待看到中国制定的标准可以在其他国家落地。

The value of data has also attracted much attention. "Now, data accessibility is getting better and better. Using intelligent technologies to achieve high-quality data governance and value mining is the future trend. The time-sharing and regional electricity-carbon factors launched by State Grid are of great innovation," said Julio Natalense, Business Development Manager of the Sustainability Department at SGS (Latin America). He believes that more refined carbon accounting methods can help enterprises better plan green power use and make enterprise operations more in line with low-carbon expectations.

数据的价值也备受关注。现在,数据的可及性越来越好,运用智能化技术实现数据的高质量治理与价值挖掘是未来的趋势。国家电网公司推出的分时分区电碳因子具有重要创新性。瑞士通用公证行(拉丁美洲)可持续发展部商务拓展经理朱利奥·纳塔伦塞认为,更精细的碳核算方法能帮助企业做好绿电使用规划,使企业运营的情况更加符合低碳预期。

In recent years, State Grid has served the implementation of national strategies, built a power carbon emission accounting system, deepened green power and green certificate transactions, strengthened power carbon footprint management, and guided the whole society to improve green power consumption levels.

近年来,国家电网公司服务国家战略实施,构建电力碳排放核算体系,深化绿电绿证交易,加强电力碳足迹管理,引导全社会提升绿色电力消费水平。

Many participating guests said that State Grid is providing a "Chinese solution" for energy transition with an open and shared attitude. This is not only the sharing of technological innovation experience but also provides a replicable model for carbon reduction in many developing countries.

多位与会嘉宾表示,国家电网公司正在以开放共享的姿态提供能源转型的中国方案,这不仅是技术创新的经验分享,还为许多发展中国家减碳提供了可复制的样本。

Building a Bridge for People-to-People Connectivity

Before the themed side event, State Grid held a special activity "Lighting Up the World, Touching the Heartstrings" to showcase its achievements in public welfare, environmental protection, and people-to-people exchanges in Brazil, as well as typical practices promoting China-Brazil power industry exchanges and facilitating "soft connectivity" of power between the two countries.

主题边会前,国家电网公司举办了特色活动电亮世界,乐动心弦,展示在巴西取得的公益事业、环境保护、人文交流等方面的成果,并呈现促进中巴电力行业交流、助力中巴电力软联通的典型实践。

Videos at the special event told vivid stories: State Grid Brazil Holding Company assisted in the construction of the Quilon Paula Juice Factory and provided full-chain support; the Malé "Tide of Tomorrow" Symphony School has trained more than 7,000 students, becoming a shining public welfare card of Brazil; after the implementation of the "Beekeeping + Photovoltaic" poverty alleviation project in João Camara, northeastern Brazil, family beekeeping and photovoltaic power generation equipment have increased in the village...

"These cultural carriers containing China's concept of harmonious coexistence make 'low carbon' and 'public welfare' tangible and perceptible," said a representative from Azerbaijan.

这些包含着中国和谐共生理念的文化载体让低碳’‘公益变得可感可触。来自阿塞拜疆的一位代表表示。

Across mountains and seas, friendship connects. State Grid adheres to serving the high-quality joint construction of the "Belt and Road", and promotes people-to-people connectivity and joint creation of a better future through green energy and people-benefiting projects.

跨越山海,情谊相牵。国家电网公司坚持服务高质量共建一带一路,以绿色能源和惠民项目促进民心相通、共创美好。

"The Belo Monte UHV project transmits clean hydropower from the Amazon River basin to major cities in southeastern Brazil. In all aspects of energy cooperation, China needs Brazil and Brazil needs China," said a representative from Brazil.

美丽山特高压项目把亚马孙河流域的清洁水电输送到巴西东南部的大城市。在能源合作的方方面面,中国需要巴西,巴西也需要中国。一位来自巴西的代表说。

State Grid has completed the first and second phases of the Belo Monte UHV transmission project in Brazil, and the ±800 kV UHV DC transmission project for new energy delivery in northeastern Brazil is currently under construction.

国家电网公司已经建成巴西美丽山特高压输电一期、二期项目,目前巴西东北部新能源送出±800千伏特高压直流输电项目正在建设中。

Sandoval Feitosa, President of Brazil's National Electric Energy Agency (ANEEL), said: "State Grid has built a large number of transmission lines in Brazil, helping Brazil establish a more resilient power network and promoting the digital development of the power grid. This not only benefits Brazil's new energy development but also effectively ensures Brazil's energy security."

巴西国家电力监管局主席桑多瓦尔·费托萨表示:国家电网公司在巴西建设了大量的输电线路,帮助巴西建立更具韧性的电力网络,并推进电网数字化发展,这不但惠及巴西新能源发展,而且有效保障了巴西的能源安全。

The breadth and depth of China-Brazil energy and power cooperation continue to expand. In November 2024, enterprises, government agencies, research centers, and universities from China and Brazil jointly established the China-Brazil Power Innovation Consortium. Currently, relevant achievements have been made in aspects such as AC-DC characteristic analysis of high-proportion new energy and application of distributed energy and microgrids.

中巴能源电力合作的广度、深度持续拓展。202411月,来自中国和巴西的企业、政府机构、研究中心和高校共同创建了中国巴西电力创新联合体,目前在高比例新能源交直流特性分析、分布式能源与微电网应用等方面已有相关成果落地。

From the immersive experience at the "China Pavilion" to the in-depth discussions at the side event, a clear message is being conveyed to the COP30 venue and even the world: State Grid is actively exploring emission reduction and carbon reduction solutions, and more new energy transition stories are being written.
