China Unicom Releases 14th Five-Year Action Plan for "Carbon Peaking and Carbon Neutrality"

Recently, China Unicom issued the "Carbon Peak, Carbon neutral" 14th Five-Year Action Plan, with the goal of green and low-carbon cycle development, comprehensively, systematically and deeply promote energy conservation and carbon reduction work, constantly improve the level of green communication network infrastructure, and help the green, low-carbon and high-quality development of the industry to a new level.

The construction of ecological civilization has also entered the key period from quantity change to quality change. On this occasion, China Unicom issued the 14th Five-Year Action Plan for Achieving Peak Carbon and Achieving Carbon Neutrality, explicitly implementing the "3+5+1+1" action plan.

The "3+5+1+1" action plan is rich in content.

"3" refers to the establishment of three carbon management systems -- carbon data management system, carbon footprint management system, and energy trading management system -- centering on low-carbon cycle development. By establishing and improving the three systems, we will improve the energy indicators, draw the carbon footprint of key energy-using equipment, and participate in the carbon emission rights trading market in an orderly manner.

"5" means focusing on five green development directions. First, we will promote low-carbon operation of mobile base stations, promote technologies such as minimalist station construction and tidal energy conservation, and increase the share of clean energy in the market in an orderly manner. The second is to build green and low-carbon data centers to improve the energy efficiency of the system through simple distribution of power supply and the use of natural cold sources for air conditioning. Third, we will further promote the green and low-carbon reconstruction of various types of communication room. Fourth, we will accelerate the streamlining and optimization of the network and take old equipment off the network. Fifth, we will improve the management of smart energy.

"1" means to deepen and expand joint construction and sharing, further promote joint construction and sharing of industrial infrastructure resources, and expand the scope of cooperation objects through pilot projects.The last "1" is the application of the index word energy enabling industry to help thousands of industries save energy and reduce carbon. For example, China Unicom helps the highway video cloud networking project to realize centralized and unified storage of the video cloud. Relying on 5G, vehicle-road cooperation, precise positioning and other technologies, more than 10 ports including Qingdao Port, Ningbo Port and Huanghua Port have been helped to reduce costs and increase efficiency. For the scrap processing and distribution center and the major steel mills to provide intelligent grading of scrap and other applications, promote the reuse of iron and steel renewable resources......

As early as in the "13th Five-Year Plan" period, China Unicom has done a solid job in its own energy conservation and carbon reduction work, and actively used digital means to provide relevant services to customers, and achieved six positive results. China Unicom and China Telecom have jointly built and shared 380,000 5G base stations and 205,000 4G base stations by the end of 2020, saving more than 8.9 billion KWH of electricity every year. Actively lead the improvement of energy efficiency of base stations, adopt energy-saving strategies at different levels such as symbol, channel and carrier, and pilot energy-saving schemes for 5G networks. Build green and low-carbon data centers and promote evaporative cooling, fresh air and other technologies. For example, Ningxia Zhongwei data center adopts fresh air free cooling system with PUE as low as 1.28. This project won the "Best Energy Saving Design Award" of ICT Infrastructure Energy Saving Innovation by China Communication Enterprise Association in 2018. The PUE of the Belt and Road data Center in Xinjiang is as low as 1.3 after adopting energy-saving technologies such as indirect evaporative cooling and graphene precision heating. A total of 17 data centers of China Unicom were selected as the National Green data center, accounting for 16%. Tap the energy saving potential of existing resources, focus on the transformation of high-energy communication room and IDC room in batches, and continue to streamline and optimize the network. To encourage independent innovation, the intelligent dual-cycle (fluorine pump) multi-link modular room air conditioning system and 5G BBU vertical installation frame independently developed by China Unicom have obtained national utility model patents. Giving full play to the advantages of the industry, in the Internet industry, new energy technology, vehicle road collaborative, intelligent monitoring, intelligent life, etc., with digital and intelligent services, such as China unicom power "provincial boundary toll station" cancel highway project, for the country 29 provinces networking toll of 487 provincial boundary toll station to provide highly reliable network service, The cumulative energy saving efficiency of the project is estimated to exceed 5 billion yuan.

近日,中国联通发布《“碳达峰、碳中和”十四五行动计划》,以绿色低碳循环发展为目标,全面、系统、深入推进节能降碳工作,不断提高通信网络基础设施绿色化水平,助力行业绿色低碳高质量发展迈上新台阶。

启航“十四五”,我国生态文明建设也进入了由量变到质变的关键时期。在此之际,中国联通发布“碳达峰、碳中和”十四五行动计划,明确实施“3+5+1+1”行动计划。

“3+5+1+1”行动计划具有丰富内涵。

“3”是指围绕低碳循环发展,建立3大碳管理体系——碳数据管理体系、碳足迹管理体系、能源交易管理体系。通过建立健全3大体系,完善能源指标,绘制重点用能设备碳足迹,并有序参与碳排放权交易市场。

“5”是指聚焦5大绿色发展方向。一是推动移动基站低碳运营,推广极简建站、潮汐节能等技术,有序提高清洁能源占比。二是建设绿色低碳数据中心,通过供电降损简配、空调利用自然冷源等,提高系统能效。三是深入推进各类通信机房绿色低碳化重构。四是加快推进网络精简优化,老旧设备退网。五是提高智慧能源管理水平。

“1”是指深化拓展共建共享,深入推进行业基础设施资源共建共享,试点扩大合作对象范围。最后一个“1”是指数字赋能行业应用,助力千行百业节能降碳,例如,中国联通助力高速公路视频云联网工程,实现视频上云的集中统一存储;依托5G、车路协同、高精定位等技术助力青岛港、宁波港、黄骅港等十余个港口降本增效;为废钢加工配送中心以及各大钢厂提供废钢智能判级等应用,促进钢铁类再生资源重复利用……

早在“十三五”期间,中国联通就已扎实做好企业自身节能降碳工作,并积极运用数字化手段为客户提供相关服务,取得六大积极成效。积极推进共建共享,推进基站、管道、杆路等通信基础设施共建共享,减少土地、钢材、能源和原材料的消耗,截至2020年底,中国联通与中国电信共建共享5G基站38万站、4G基站20.5万站,每年可节约用电89亿度以上。积极引领基站能效提升,采用符号、通道、载波等不同层级节能策略,并对5G网络节能方案进行试点。建设绿色低碳数据中心,推广蒸发冷却、新风等技术,例如宁夏中卫数据中心采用新风自由冷却系统PUE低至1.28,该项目获得2018年中国通信企业协会ICT基础设施节能创新“最佳节能设计奖”;新疆一带一路数据中心采用间接蒸发冷却及石墨烯精准供暖等节能技术后PUE低至1.3;中国联通共有17个数据中心入选国家绿色数据中心入选国家绿色数据中心,占比16%。挖掘存量资源节能潜力,重点围绕早期投产的高能耗通信机房及IDC机房分批改造,持续开展网络精简优化。鼓励自主创新,联通自主研发的智能双循环(氟泵)多联模块化机房空调系统、5G BBU竖装机框等获得国家实用新型专利。发挥行业优势,在工业互联网、能源新技术、车路协同、智能监测、智慧生活等方面,提供数字化、智能化服务,例如中国联通助力“取消高速公路省界收费站”工程,为全国29个联网收费省份的487个省界收费站提供高可靠的网络连接服务,工程累计节约能源效益预计超50亿元。
