Project Main Content: Based on digitalization to drive innovation in social governance models and guided by collaborative governance, Hebei Airport Group and Onewo Town proposed the "Digital Governance Ecosystem" model for the Airport Economic Zone. This approach treats the entire city as a comprehensive "large property management project," integrating and implementing the action plan for modernizing scenarios of "Digital Airport Economic Zone." Through smart city construction and integrated spatial operations, it aims to boost the development of the Airport Economic Zone, advance the modernization of regional governance capabilities, and jointly build a world-class aviation city.

Project Achievements Summary: Helped the Langfang Airport Economic Zone win the 2022 Hebei Province Clean City award and shortlist for three categories in the 2023 RICS China Awards: Sustainability Achievement of the Year, Property Technology Innovation of the Year, and Facilities Management Team of the Year. The greening project’s pruning device received a patent certification from the China National Intellectual Property Administration. Centered around the four key themes of “integration, intelligence, operations, and co-creation,” the platform accelerates the accumulation of urban data, truly enabling the integration of data from multiple entities including businesses, citizens, and ecological partners. This creates connections and amplifies value. Through the model of “online remote operations + offline field execution,” it achieves early detection, early warning, early analysis, and early response—resolving the most critical issues at the lowest level, at the earliest time, with relatively minimal cost, and delivering optimal comprehensive outcomes.

"One Integrated Network"
Leveraging artificial intelligence and a comprehensive IoT sensing system, the network enables prediction, simulation, and decision-making across the entire area, providing deep insights into the essence of urban governance and empowering city development through technology. By integrating AIoT devices such as smart sensors and AI patrol vehicles, edge computing platforms, and high-precision algorithms, a collaborative system is established for multi-medium information integration, multi-dimensional situational analysis, and multi-medium information display. This achieves integrated management of all regional operations and comprehensively enhances operational capabilities. Currently, within the 52-square-kilometer aviation logistics zone of the Airport Economic Area, AI patrol vehicles have been deployed for smart inspection. Eleven types of issues affecting urban appearance are reported and warned via the vehicle system, identified and analyzed by the operations center, and addressed immediately with cloud-based verification on-site, forming a fully closed-loop process. Further AI-driven scenarios are planned for gradual implementation. Taking smart inspection services as an example, by utilizing existing cameras in the economic zone and adding edge servers for image capture and AI algorithms, comprehensive operational management is achieved across the entire area, replacing some on-site inspectors and thereby increasing efficiency.

运用人工智能技术和全域物联感知系统,实现对全域的预测、推演、决策,从而深刻洞察城市治理内在本质,用科技赋能城市发展。通过智能感知探头、AI巡逻车等AIOT设备,将边缘计算平台和高精度算法进行系统叠加,打造多介质信息集成、多维度态势研判、多介质信息展示的协同体系,实现全域业务综合管理,全面提升运营能力。目前,临空经济区域内52平方公里的航空物流区,已通过AI巡逻车实现智慧巡查,影响城市风貌的11类问题,将通过车载系统上报预警,经过运营中心甄别研判,第一时间响应处理、第一现场云端验收,形成全流程咬合闭环。后续我们还将逐步规划落地一批新的人工智能场景。现以智慧巡查各项服务场景为例,通过复用好临空经济区现有摄像头,增加边缘服务器抓图和AI算法,实现全域的业务综合管理并替代部分现场巡查人员,从而实现效率提升。

In facility maintenance: Remote sensors attached to equipment automatically report operational status in real time. Combined with cloud camera inspections and regular on-site checks, all issues are comprehensively summarized into a work order dispatch platform. The platform provides bundled quotes for repair orders, and technicians within the zone can independently accept orders based on skill matching. After completion, work is valued by order and quality, with compensation based on volume accomplished.

In sanitation and cleaning: Daily cleaning is performed by sanitation staff according to assigned grids and periodic work orders, maintaining high standards. During holidays or emergencies requiring large-scale cleaning, the platform conducts integrated dispatch of work orders, coordinating cleaning personnel across urban spaces, residential properties, and industrial communities for cross-grid cleaning operations.
在环卫保洁场景下,日常性保洁由环卫人员依据作业网格及周期性工单进行高标准保洁。如遇节假日或急需大规模清洁的突发情况,平台将根据具体情况,实行综合工单调度,统筹城市空间、物业小区、产业社区等相关保洁人员进行跨网格保洁作业。
In landscaping: Building on the reuse model of sanitation services, greening staff responsible for municipal roads, residential properties, and large green spaces and parks are scheduled across grids via the platform, enabling digitalized landscaping management and efficient resource reuse. This ensures full-process and full-element digitalization at every stage—from construction and management to operation of green spaces.
在园林绿化场景下,将参照环卫保洁场景的复用模式,将市政道路、物业小区、万亩秀林及公园的绿化工通过网格间排班调度,实现绿化管理的线上化和资源的有效复用。确保在绿化建设、绿化管理、绿化运营的各个阶段,实现全过程、全要素数字化。
