Suntech Community in Qinlou Subdistrict, Donggang District, Rizhao City, was recognized in 2023 as one of the first batch of near-zero carbon pilot communities in Shandong Province. Its well-developed infrastructure and high-quality ecological environment provide a solid foundation for building a near-zero carbon community. Suntech Community actively promotes green transportation by continuously enhancing its low-carbon mobility systems, including pedestrian walkways, cycling paths, shared bicycles, electric bicycles, and new energy vehicles. The community is served by 6 shared bicycle stations and 12 bus stops, achieving seamless connectivity between the community and public transit within the "last 500 meters." In line with the principles of green development, low-carbon living, and convenience, the community has also deployed over 500 charging piles and stations. Clean energy adoption rate reaches 100% across the community, with centralized clean coal heating and electric heating fully implemented. Located in the central urban area of Rizhao City, Suntech Community in Qinlou Subdistrict covers an area of 239,017 square meters. It was selected as one of the first batch of Shandong Provincial Green Communities in 2020 and designated as a Near-Zero Carbon Pilot Community in the province in 2023. From the initial planning stage, great emphasis was placed on detailed urban design. Both residential complexes and public facilities within the community were rationally designed to achieve an optimal balance between aesthetic appeal and practical functionality. The neighborhood is shaded by lush trees, with lawns and gardens throughout, offering fresh air and a pleasant environment. It is equipped with well-maintained public infrastructure and efficient waste management systems that include rational classification and timely disposal of household garbage. Public spaces are kept clean and hygienic, providing residents with a comfortable and high-quality living experience.

The concept and requirements of green, low-carbon development
have been integrated into the entire process of community construction,
management, and residents' daily life, contributing to the growth of a
low-carbon economy. The community has achieved a 100% clean energy adoption
rate. A total of 18,652 energy-efficient LED lights are used in public areas,
achieving a 100% coverage rate for high-efficiency lighting.

Efforts to promote green transportation continue to strengthen
with the development of low-carbon mobility systems including pedestrian
walkways, cycling lanes, shared bicycles, electric bicycles, and new energy
vehicles. The community is supported by 6 shared bicycle stations and 12 bus
stops, ensuring seamless last-mile connectivity with public transit. Charging
infrastructure such as electric vehicle charging piles and e-bike charging
stations has been systematically planned, with 302 new energy vehicle charging
points and 209 public electric bicycle charging stations currently available.

The community actively organizes low-carbon initiatives and
campaigns, including programs on waste sorting, “Turning Trash into Treasure”,
and creative reuse of old items. Since 2020, more than 20 awareness-raising
activities on environmental protection and green low-carbon living have been

From 2022 to 2025, Suntech Community in Qinlou Subdistrict has
carried out a systematic near-zero carbon transition centered on six key areas:
low-carbon management, energy, buildings, transportation, lifestyle, and carbon
sink enhancement. A comprehensive indicator system was established to guide the
demonstration initiative, with a total investment of approximately RMB 1.71
million allocated across five major projects. These efforts are comprehensively
shifting the community toward energy-efficient, low-carbon, and sustainable
production and lifestyles.
2022 至 2025 年近零碳社区创建进程中,秦楼街道尚德社区以低碳管理、能源、建筑、交通、生活及碳汇六大领域为核心,系统构建近零碳社区示范创建指标体系,统筹投资约 171 万元,重点推进 5 大工程,全面推动社区生产生活方式向节能高效、低碳节约转型。
(1) Innovative Mechanisms: Strengthening Low-Carbon Management.
The community introduced a carbon emission statistical survey system and an
information management ledger. Through dynamic monitoring and sampling, it
conducts scientific carbon accounting to support emission reduction decisions.
Regular public disclosure of carbon data raises residents' awareness.
Low-carbon lifestyle guidelines and a management system have been developed,
complemented by improved public energy facility management, promotion of
energy-saving equipment, and low-carbon operational modes—effectively reducing
energy consumption and emissions.

(2) Optimized Energy Structure: Enhancing Conservation and
Efficiency. Energy audits were implemented to identify inefficiencies and
propose corrective measures. Heating metering reforms were advanced, alongside
expanded use of renewable energy such as solar water heaters. Integration of
solar charging facilities into public infrastructure was explored. Residents
are encouraged to use energy-efficient appliances and optimize consumption
habits. Advanced energy management systems were introduced to improve overall
efficiency.

energy-consuming equipment. Property management companies were supported to
integrate resources and provide smart “one-stop” services, strengthening daily
maintenance and management of water, electricity, and heating systems.

transit-oriented, multi-modal green travel system is being built, with a target
of 70% green trips by 2025. Charging piles and bike-sharing stations are
well-maintained, with sound institutional and technical support.

Green lighting has been promoted—all public areas use LED and solar-powered
lights equipped with smart light-sensing control. A waste classification system
has been fully implemented using a four-color bin system, with improved
collection, transport, and treatment mechanisms. The recycling rate is
projected to exceed 35% by 2025. Through themed promotional events, residents
are educated on low-carbon concepts and encouraged to practice green
consumption, enhancing both awareness and practical engagement. Convenient paid
recycling facilities for old items have been set up to promote circularity,
supporting clean and sustainable community development.

(6) Carbon Sink Enhancement: Expanding Ecological Space. Plant
species were scientifically selected and cultivated based on Rizhao’s climate
to improve carbon sequestration. Maintenance practices such as pruning and
fertilizing were strengthened to ensure healthy vegetation and sustained carbon
sink growth.

By the end of the initiative in 2025, Suntech Community is
expected to pass the appraisal of the Shandong Department of Ecology and
Environment and be awarded the title of “Shandong Near-Zero Carbon Community.”
The experience gained will form a replicable model, demonstrating leadership
and contributing practical wisdom to the province’s green and low-carbon
development.

Before implementation, the community had insufficient low-carbon
infrastructure, weak residents' environmental awareness, and a single travel
mode. After implementation, the community has a complete green transportation
system and sufficient charging facilities, with 100% clean energy penetration
and 100% energy-efficient lighting in public areas. Residents' low-carbon
awareness and participation have significantly improved, and the community's
ecological environment and living quality have been comprehensively enhanced.
