案例概述

Hongxu Habitat Garden is the first community "Habitat Garden" in Shanghai. On April 6, 2023, the design proposal presentation for the Hongxu Habitat Garden 2.0 project was held. The garden is located on the underpass of Beihong Road in Central, adjacent to the Xijiao Hotel. It was originally an illegal building and a central maintenance entrance, but due to a long-term lack of effective management, it has been criticized by residents and has become a lost space in the city.

虹旭生境花园是上海市首个社区“生境花园”。2023年4月6日，虹旭生境花园2.0项目设计方案宣讲会召开，花园位于中环北虹路地道上盖，毗邻西郊宾馆。它原本是一处违建和中环检修口，因长期缺乏有效管理而饱受居民诟病，成为城市失落空间。

Led by the Xianxia New Village Sub-district Office, the Hongxu community, The Nature Conservacy, and experts from various fields have negotiated and cooperated with surrounding units to transform the original abandoned space into a green space, and combined with the original engineering vehicle road in Lane 427 of Honggu Road to enhance the service functions and artistic beautification along the line, ultimately creating a popular "living art natural habitat" among residents.

 在仙霞新村街道牵头，虹旭居委会、大自然保护协会、各领域专家等与周边单位协商并展开合作，利用原本的废弃空间进行绿色空间改造，又结合虹古路427弄原有工程车辆道路进行沿线服务功能和艺术美化提升，最终打造出深受居民欢迎的“生活艺术自然共栖地”。

This project extends the Hongxu Habitat Garden from inside the residential area walls to outside, achieving the opening and sharing of ecological civilization achievements to surrounding residents through breaking the walls; By integrating the needs of residents for parenting, making friends, elderly care, and fitness into the construction of Habitat Garden 2.0 through the whole process of people's democracy, a "Habitat+" system of "Habitat Blocks" is formed; By adopting the "green+art+charity" model, we aim to create a green IP, develop a green economy, and achieve sustainable development of green spaces through the creation and transfusion of habitat gardens.

该项目将虹旭生境花园从居民区墙内延伸到墙外，通过破墙实现了生态文明成果对周边居民的开放和共享；通过全过程人民民主将居民的育儿、交友、养老、健身等需求融合在生境花园2.0的建设中，形成“生境+”体系的“生境街区”；通过“绿色+艺术+慈善”的模式，打造绿色IP，发展绿色经济，完成生境花园的造血及输血，实现绿色空间的可持续发展。

Hongxu Residential Area is located in the southwestern part of Xianxia New Village Sub-district Office, Changning District. It comprises five residential complexes, most of which are old public housing built in the 1980s and 1990s. For a long time, the area faced challenges such as aging buildings, parking shortages, and outdated facilities.

 虹旭居民区坐落于长宁区仙霞新村街道西南部，由5个小区组成，辖区内多为上世纪八九十年代建成的老公房，曾长期受房屋老化、停车困难、设施陈旧等问题困扰。

Guided by residents' needs, the Hongxu Neighborhood Committee has taken the lead in promoting renovation projects, including the "Beautiful Home" initiative and the undergrounding of overhead wires. These efforts have resulted in a spatial layout known as "Five Gardens and Five Workshops," featuring distinctive public spaces such as the Habitat Garden and "Worry-Free Valley." By establishing a multi-stakeholder consultation mechanism to address renovation challenges, developing community codes to standardize, and forming volunteer service teams, the committee has effectively stimulated residents' autonomy and participation. Additionally, it has collaborated with government departments, businesses, and other partners to introduce resources and create public welfare projects, innovatively exploring new paths in community governance. These initiatives have ultimately led to significant improvements in both the community's environmental quality and governance capacity, breathing new life into an aging neighborhood.

虹旭居委会始终以居民需求为导向，牵头推进“美丽家园”建设、架空线入地等改造工程，建成“五园五坊“空间布局，打造出“生境花园”、“无忧谷”等特色公共空间；通过建立多元协商机制化解改造难题，制定文明公约规范社区秩序，组建志愿服务队伍，充分激发居民自治活力；同时联动政府部门、企业等多方力量，引入各类资源打造公益项目，创新探索社区治理路径，最终实现社区环境品质与治理能力的双重提升，让老旧小区焕发新生。

1. Native Species-Friendly Design Significantly Improves Biodiversity

The garden employs native plant species and incorporates wildlife-friendly features such as ecological ponds and insect hotels, providing food, water, and habitat for wild animals. According to monitoring data, the number of bird species has increased from 4 to 26, and pollinator insects have grown from 3 to 27 species.

本土物种友好设计，生物多样性显著改善。选用本土植物物种，采用生态池塘、昆虫屋等动物友好设计，为野生动物提供食源、水源和栖息地。根据野生动物种类监测数据，鸟类从4种增长到26种，传粉昆虫从3种增长到27种。

2. Eco-Education Activities Turn the Garden into a Green Classroom

A total of 15 popular science lectures and 8 nature study and habitat garden events have been held. As an outdoor teaching site for the School of Design at Shanghai Jiao Tong University, it has continuously supported undergraduate and graduate education over the past three years.

举办生态科普活动，成为绿色课堂实践点。举办科普讲座15场、自然研学和生境游园会8场。作为上海交通大学设计学院教学实践点，3年以来持续开展本科生和研究生的户外教学工作。

3. Upcycled Planter Designs and Rainwater Recycling System

The design of Hongxu Habitat Garden incorporates numerous circular elements: planters are built from crushed concrete waste from the original site; art boxes are filled with recycled plastics; compost bins and rainwater recycling devices provide natural irrigation and fertilizers for the garden.

花坛设计变废为宝，雨肥收集循环再利用。虹旭生境花园的设计中融入了诸多循环再生元素：花坛用改造前地块的废水泥碎块堆垒而成；画箱用废旧塑料品填充；堆肥箱和雨水循环装置则为花园提供了天然的水肥。

4. Harvest Happiness and Garden Therapy Enhance Community Well-Being

The garden’s fruits and vegetables bring joy to the community, shared among neighbors. Parents stroll with children, elderly residents jog on pathways, readers relax under trees, and blackbirds drink by the pond—humans and nature coexist harmoniously in this compact oasis.

菜园丰收提升幸福感，花园疗愈提高和谐度。生境花园的蔬菜瓜果承载着丰收的喜悦，在邻里之间传递。花园中遛娃的家长、步道上跑步的老人、大树下看书的居民、池塘边喝水的乌鸫……人与自然在这方小小的花园中和谐共生。

5. Creating a Green IP to Support Habitat Garden Development

As Hongxu Habitat Garden gains recognition, the appeal of its green IP continues to grow. The neighborhood committee collaborated with Changning Special Education School and the Morning Light Foundation to raise funds through charity art sales, achieving self-sufficiency and providing support for other habitat gardens. To date, the Hongxu Habitat Garden Foundation has raised over ¥50,000 in donations.

打造绿色网红IP，反哺生境花园建设。随着虹旭生境花园的知名度越来越广，其IP的吸引力也越来越强。虹旭居委会通过与长宁区辅读学校合作、链接晨光基金会开展爱心画作义卖，筹集资金实现自给自足，并且为其他生境花园提供支持和帮助。截至目前，虹旭生境花园基金会已筹集了超5万元捐款。

4. The open design, achieved by removing walls, allows ecological benefits to extend to more surrounding residents. Wuyou Valley is rated as a "good place to go at the doorstep" by Shanghai citizens.

5. It has received multiple awards, including Shanghai’s Top Ten “Golden Ideas for Eco-Environment” Award and the “Natural Science and Technology Award.” It was recognized by the State Council as one of Changning District’s outstanding cases in “efficient and intensive land use with minimal idle land.” It also won the First Prize in the 9th China Graduate Public Management Case Competition.

6. A paper titled “Creating and Networking Small Urban Habitats Based on NbS: A Case Study of Habitat Gardens in Changning District, Shanghai” was published in the Journal of Biodiversity, focusing primarily on the Hongxu Habitat Garden case. Additionally, the project has been invited as a case study for the 2025 International Conference of Urban Ecology.

获上海市十大“生态环境金点子”奖、“自然科学技术奖”、作为上海市长宁区“土地节约集约利用成效好、闲置土地少”的优秀案例之一，受到国务院的通报表扬、第九届中国研究生公共管理案例大赛“一等奖”等。

在《生物多样性杂志》上发表论文《基于NbS的城市小微栖息地营造与网络构建模式：以上海市长宁区生境花园为例》，主要以虹旭生境花园案例为主。并作为邀请案例参加2025年国际城市生态学会年会。

The Hongxu Habitat Garden 2.0 project is located at Lane 427, Honggu Road, Xianxia New Village Street, Changning District. It is situated above the Central Expressway and covers a total area of approximately 2500 square meters. Before the renovation, the area was in a state of "three no's" for a long time: social vehicles parked disorderly around the maintenance channel of the city road transportation center, abandoned land was piled up with garbage and overgrown with weeds, becoming a typical urban "gray space"; The management rights involve multiple entities such as the Municipal Road Transport Center, the District Greening and Urban Appearance Bureau, and the Central Management Department, making coordination extremely difficult; The surrounding residents lack leisure, fitness, and community service facilities, and their quality of life urgently needs to be improved.

 虹旭生境花园2.0项目位于长宁区仙霞新村街道虹古路427弄，地处中环快速路上盖区域，总面积约2500平方米。改造前，该区域长期处于"三不管"状态：市道运中心维修通道周边社会车辆无序停放，废弃地块垃圾堆积、杂草丛生，成为典型的城市"灰色空间"；管理权属涉及市道运中心、区绿化市容局、中环管理部门等多个主体，协调难度极大；周边居民缺乏休闲健身和社区服务设施，生活品质亟待提升。

Faced with complex ownership relationships and management challenges, the Party Branch of Hongxu Residential Area fully leverages the leading role of Party building and innovatively establishes a working mechanism of "multi-party consultation and joint construction". Through in-depth research and repeated negotiations, a consensus has been reached with the Municipal Road Transport Center to agree to environmental improvement and renovation while ensuring the passage of maintenance vehicles; Invite a professional design team to provide scientific solutions to ensure that the renovation project does not exceed the load requirements of the Central Ring Tunnel and obtain construction permits from the Central Ring Management Department; Communicate with the district greening and urban appearance bureau to optimize the greening structure without cutting down existing trees; By patiently coordinating and resolving the issue of social vehicle parking arrangements, we aim to clear obstacles for the implementation of the project.

 面对复杂的权属关系和管理难题，虹旭居民区党总支充分发挥党建引领作用，创新建立"多方协商、联合共建"的工作机制。通过深入调研和反复协商，与市道运中心达成共识，在确保维修车辆通行的前提下同意环境提升改造；邀请专业设计团队提供科学方案，确保改造工程不超过中环地道隧道荷载要求，获得中环管理部门建设许可；与区绿化市容局沟通，在不砍伐现有乔木基础上优化绿化结构；通过耐心协调妥善解决社会车辆停车安置问题，为项目实施扫清障碍。

The project team actively integrates resources from all parties to create a comprehensive community service complex for all age groups. Through street coordination, we successfully rented state-owned enterprise office space on one side of the road and renovated and constructed the "Hongxu Le Neighborhood" which integrates a community canteen, an elderly care center, and a baby house. The community canteen serves more than 100 elderly people per day, solving the dining difficulties of elderly people in six surrounding communities; The elderly care center has benefited over 500 elderly people; Babyhouse provides childcare services for infants and young children aged 0-3 years old. At the same time, the Party branch of the residential area contacted Shanghai Academy of Fine Arts, organized teachers, students, and residents to participate together, transformed the 10 meter high soundproof screen of the Central Expressway into an art wall, and painted themed paintings reflecting the residents' vision of a better life, becoming an important carrier for showcasing the cultural characteristics of the community.

 项目团队积极整合各方资源，打造全龄段社区服务综合体。通过街道协调，成功租用道路一侧国企办公用房，改造建设了集社区食堂、助老中心、宝宝屋于一体的"虹旭乐邻坊"。社区食堂日均服务老年人100余人次，解决周边6个社区老年人用餐难题；助老中心惠及500余名老年人；宝宝屋为0-3岁婴幼儿提供托育服务。同时，居民区党总支联系上海美术学校，组织师生与居民共同参与，将10米高的中环快速路隔音屏改造为艺术墙，绘制反映居民美好生活愿景的主题画作，成为展示社区文化特色的重要载体。

With the support of Changning District Sports Bureau, the project has achieved greater spatial integration. Through negotiation efforts, we successfully opened the previously closed community wall on the west side and formed a circular pedestrian path pattern. The District Sports Bureau has invested in the construction of a 380 meter long smart fitness trail, equipped with intelligent fitness paths and interactive screens, to achieve real-time monitoring of sports data and fitness guidance, filling the gap in fitness venues for citizens in the southwestern area of the jurisdiction and improving the "15 minute community sports life circle".

 在长宁区体育局支持下，项目实现更大范围空间整合。通过协商努力，成功打开西侧原本封闭的小区围墙，形成环形步道格局。区体育局投资建设380米长的智慧健身步道，配备智能健身路径和交互大屏，实现运动数据实时监测和健身指导，填补了辖区内西南片区市民健身场所空白，完善了"15分钟社区体育生活圈"。

After a systematic renovation, Lane 427 of Honggu Road has achieved a magnificent transformation from a "ruin" to a "worry free valley". After the completion of the project, a comprehensive community space integrating ecological protection, community services, cultural exhibitions, and sports and fitness will be formed, serving more than 300 residents per day. The 'Wuyou Valley' has become an important place for leisure and entertainment for surrounding residents, as well as an important window to showcase innovative achievements in grassroots governance. It has been awarded honorary titles such as' a good place for Shanghai citizens' doorstep ', and related experiences have been promoted and applied throughout the city. Through innovative practice of party building and joint construction mechanism, the project has successfully solved multiple problems in urban renewal, achieving a win-win situation for the government, enterprises, social organizations, and residents. It provides replicable and promotable "Xianxia experience" for the renovation of old communities and the improvement of urban spatial quality, fully reflecting the vivid embodiment of the important concept of "people's cities built by the people, people's cities for the people" in grassroots governance practice.

经过系统性改造，虹古路427弄实现了从"一片废墟"到"无忧谷"的华丽蜕变。项目建成后，形成集生态保护、社区服务、文化展示、体育健身于一体的综合性社区空间，日均服务居民超过300人次。"无忧谷"成为周边居民休闲娱乐的重要场所和展示基层治理创新成果的重要窗口，获得"上海市民家门口的好去处"等荣誉称号，相关经验在全市推广应用。通过党建联建机制创新实践，项目成功破解城市更新中的多重难题，实现政府、企业、社会组织和居民多方共赢，为老旧社区改造和城市空间品质提升提供可复制、可推广的"仙霞经验"，充分体现了"人民城市人民建，人民城市为人民"重要理念在基层治理实践中的生动体现。

As Shanghai's first habitat garden, it has spurred the development of numerous similar gardens and serves as a demonstration model. The construction and maintenance practices of Hongxu Habitat Garden have been compiled into the Habitat Garden Designer Manual, providing a reference for the establishment of other habitat gardens. The ecological patches formed by the cluster of habitat gardens act as stepping stones for wildlife migration.

Exploring a Sustainable Green Development Model

(1) Self-Sustaining Operational Funding Mechanism: By adopting a "Green + Art + Charity" model, market-oriented operations such as licensing of a "Green IP" (e.g., co-branded products with M&G Stationery) and venue rentals (e.g., events for foreign-funded banks) generate an annual revenue of over ¥50,000, which is used for the ongoing maintenance of the habitat garden.

(2) Extended Benefits of the Green Economy: Derived businesses such as community cafes and senior canteens have created 10 local jobs and serve residents from six surrounding communities. Property values within the compound are approximately 5–8% higher than those in neighboring areas.

探索绿色可持续发展模式

（1）运维资金自给机制：采用“绿色+艺术+慈善”的绿色模式，通过“绿色IP”授权（如晨光文具联名产品）、场地租赁（外资银行活动）等市场化运营，年创收超5万元，用于生境花园持续运维。

（2）绿色经济外延效益：社区咖啡厅、长者食堂等衍生业态提供本地就业岗位10个，服务覆盖周边6个社区。小区房产溢价较周边房价高出5-8%左右。
